For many nations, a key challenge is how to achieve sustainable development without a return to centralized planning. Using case studies from Greenland, Hawaii and northern Norway, this 2006 book examines whether 'bottom-up' systems such as customary law can play a critical role in achieving viable systems for managing natural resources. Customary law consists of underlying social norms that may become the acknowledged law of the land. The key to determining whether a custom constitutes customary law is whether the public acts as if the observance of the custom is legally obligated. While the use of customary law does not always produce sustainability, the study of customary methods of resource management can produce valuable insights into methods of managing resources in a sustainable way.

The last half-century has witnessed substantial change in the opportunities and rewards available to men and women in the workplace. While the gender pay gap narrowed and female labor force participation rose dramatically in recent decades, some dimensions of gender inequality—most notably the division of labor in the family—have been more resistant to change, or have changed more slowly in recent years than in the past. These trends suggest that one of two possible futures could lie ahead: an optimistic scenario in which gender inequalities continue to erode, or a pessimistic scenario where contemporary institutional arrangements persevere and the gender revolution stalls. In The Declining Significance of Gender?, editors Francine Blau, Mary Brinton, and David Grusky bring together top gender scholars in sociology and economics to make sense of the recent changes in gender inequality, and to judge whether the optimistic or pessimistic view better depicts the prospects and bottlenecks that lie ahead. It examines the economic, organizational, political, and cultural forces that have changed the status of women and men in the labor market. The contributors examine the economic assumption that discrimination in hiring is economically inefficient and will be weeded out eventually by market competition. They explore the effect that family-family organizational policies have had in drawing women into the workplace and giving them even footing in the organizational hierarchy. Several chapters ask whether political interventions might reduce or increase gender inequality, and others discuss whether a social ethos favoring egalitarianism is working to overcome generations of discriminatory treatment against women. Although there is much rhetoric about the future of gender inequality, The Declining Significance of Gender? provides a sustained attempt to consider analytically the forces that are shaping the gender revolution. Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems. The contributions adopt a common framework to analyse women in recession, which takes into account changes in women’s position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined — but due only to a deterioration in men’s employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Women are nevertheless reinforcing their commitment to paid work, even at this time of increasing demands on their unpaid domestic labour. Future prospects are bleak. A growing number of governments have made commitments to achieving gender equality and women's rights, with many using gender responsive budgeting (GRB) to allocate resources for the delivery of economic policy and governance that benefit men and women equally. At a time when GRB is growing in global traction, this book investigates what it can deliver for gender equality and state resilience in contexts where the state is weak or prone to violence, such as in Timor-Leste. Gender-Responsive Budgeting in Fragile States: The Case of Timor-Leste uses the Timor-Leste case to investigate whether gender equality reform can be adopted at the same time as establishing economic and institutional fundamentals. While some may have thought that the adoption of GRB strategy in 2008 was premature, Monica Costa argues that GRB initiatives have contributed to budget accountability and transparency, and ultimately improved policy and budget processes and decisions. This multi-disciplinary analysis of a decade of GRB demonstrates why GRB is important to inform the debate on state fragility-resilience and argues that fragile states cannot defer gender equality in the name of getting the economic and institutional basics right. While a growing number of fragile states have taken steps to make their budget more gender responsive, questions remain for economists and policy makers about what can be achieved, and how.
